The School of Law of the University of Central Lancashire, Cyprus and the Jean Monnet Centre of Excellence for the Rule of Law and European Values (CRoLEV), co-funded by the European Union and running at UCLan Cyprus for the period 2022-2025, held the CRoLEV Final Conference on the 12th and 13th of June 2025. The Final Conference took place in person in Larnaca city centre and at the UCLan Cyprus premises.

On the 12th of June 2025, the CRoLEV team, the Scientific Advisory Board, and their guests had the pleasure to listen to Mrs. Candice Léchot, Deputy head of mission, Embassy of Switzerland in Cyprus, about Federalism in Switzerland. Discussions followed on tools of direct and participatory democracy in Europe.

On the 13th of June 2025, the final Conference explored the ways in which threats to the rule of law occur, focusing on ways in which we can safeguard and promote the rule of law, democratic values and human rights. The conference hosted various panels with international experts presenting their work on various topics related to justice and the rule of law. The event brought together advanced students, researchers in various fields, and legal and other professionals who enjoyed a series of diverse sessions on many interesting topics.

Following a Welcome Address and an introduction to legal issues on digital rights by Professor Stéphanie Laulhé Shaelou, Professor of EU Law and Reform, Head of Law School and CRoLEV Director, School of Law, UCLan Cyprus, the first panel focused on Digital Justice. Professor Philippe Jougleux presented his book on ‘Open Justice in the Digital Age’ and Dr Yulia Razmetaeva presented her book and research on ‘Human rights, justice and artificial intelligence in the digital age’, while Professor Stéphanie Laulhé Shaelou chaired the session and commented on the books.

The CroLEV Findings Panel then followed with Dr Andreas Marcou, Dr Katerina Kalaitzaki and Dr Alex M. Uibariu presenting the results of the data collection and surveys conducted in the framework of the four Pillars of the rule of law at CRoLEV. See https://crolev.eu/dashboard/

Professor James Ker-Lindsay then delivered his keynote lecture on ‘Is Might Making Right Again? A Critical Moment for the International System’ providing valuable insights into key conflicts and aspects of international relations. The next panel focused on ‘Free Speech and the Rule of Law’ with Dr Natalie Alkiviadou presenting her book on ‘Hate Speech and the European Court of Human Rights’ and Dr Andrea Manoli focusing on the ‘Ineffective legislation and the threat to the rule of law: The Cypriot Juvenile Delinquency Reform’. The session was chaired by Dr Andreas Marcou, who also provided brief remarks.

The last panel of the day focused on the ‘Rule of Law, Constitutionalism, and Rights’, with Dr Klearchos Kyriakides presenting his research on ‘The ancient Greek foundations of the rule of law, as expressed by Plato and Aristotle: Are they relevant in the UK today?’ and Dr Henrik Andersen providing valuable insights on ‘Transnational rule of law problems and climate change’. The panel was chaired by Dr Katerina Kalaitzaki.

The Final Conference fostered interesting discussions and critical dialogue on strengthening the foundations of the rule of law, marking the culmination of CRoLEV’s work since 2022.
